Thank goodness some responsible organizations are helping that mayor. It seems as though the first thing he needs is education, because his policy was destined to fail. And I think his town developed this "problem" probably because they had no well-thought-out program already in place for the welfare of their cats and dogs.
That Mayor bean sounds like a VERY mean uneducated bean! We kittys has been prayin to the kitty gods so that the town gots some carings beans there to helps the poor homeless ones.
Unless someone like you cares a whole lot, nothing is going to get better, it's not.
